Competition entry for new Civic offices . The council chamber is housed in a distinctive parabolic form at the public frontage of the site. The chamber is separated from the open public space by a shallow water pool , affording citizens a visual link with the councils activities and inviting the public to visit the public gallery. The main office accommodation is housed in two off-parellel blocks separated by an open atrium. Public counters and access are generally limited to the ground level. Parking is located to the rear of the building and screened behind the old army barracks wall.
